The landlord reference letter worksheet writes the letter a departing or current tenant asks you for, and it writes it from the record rather than from memory: who the tenant is, which property and unit they occupied, the dates of the tenancy, the rent and how it was paid, whether it was paid on time, and whether the property was returned in the condition it was let in. It renders a signed letter on your own letterhead. It states facts you hold and it makes no prediction and no recommendation about anybody's suitability as a tenant.

What should a landlord reference letter actually say? The facts of the tenancy you can stand behind: the address and unit, the dates, the rent, whether it was paid and whether it was paid on time, and whether there was damage beyond fair wear. That is what the next landlord is really asking. Opinions about character add nothing a reader can rely on and are the part most likely to come back at you.
Do I have to give a tenant a reference? No federal rule requires it and you may decline. If you do give one, give it on the same terms to every tenant who asks, for the same reason you apply the same criteria to every applicant: a reference given warmly to some tenants and refused to others is exactly the pattern fair housing law is concerned with.
Can I say a tenant was in arrears? You can state what your record shows, and you should be able to point at it: the charges, the payments and the dates. The worksheet writes the payment history from the ledger for that tenancy rather than from recollection, which is the difference between a statement of fact and an allegation. Do not go further and characterise the person.
