Separate planned work from reactive repair
Planned maintenance has a frequency and a budget and belongs on a calendar; reactive repair has a report, a priority and a contractor and belongs on a work order. Holding them in one list is why maintenance budgets are always wrong: the planned work gets pushed by whatever broke this week and nobody sees it happening.
Give every report a work order with an owner and a date
The report is not the work. A work order records what was reported, against which unit, how urgent, who it went to, what was agreed and what it cost, and it stays open until somebody closes it. Without that, the honest answer to an owner asking about last month is a search through a phone.
Close the loop back to the tenancy and the owner
A repair belongs to a unit and usually to a tenancy, and its cost belongs in the owner's statement for that period. If maintenance lives in one system and rent in another, that reconciliation is done by hand every month, which is where the figures start to disagree.

Do I need maintenance software separately from property management software? If maintenance is a handful of jobs a month across a small portfolio, no: work orders against the unit inside the same record are enough, and keeping them there is what lets the cost reach the owner statement without retyping. Dedicated maintenance or CMMS products earn their place when you are scheduling planned work across plant and equipment at a scale a property record is not built for.
How should I prioritise a repair report? By habitability and by risk first, everything else second, and write the rule down before you need it. Loss of heat, water, power or security, and anything that could injure somebody, come ahead of cosmetic work whatever order the reports arrived in. A written rule is also what protects you when two tenants both think theirs was urgent.
What does a maintenance plan give me that work orders do not? Foresight and a budget. Work orders tell you what broke; a plan tells you what will need doing and roughly what it will cost, so the boiler service and the gutter clearing happen on a date rather than after a failure.
