Apply them to every applicant in the same order and record the outcome against them. The adverse action step is missing entirely
Where information in a consumer report contributes to a decline, a higher deposit or a guarantor requirement, the applicant is owed notice naming the agency and telling them how to obtain and dispute the report. Free forms never include the notice template or the trigger. Build both into your process, because volume makes omission systematic rather than occasional.
What free forms get right
The questions. Identity, current and previous addresses, employment and income, references, occupants, pets and vehicles are much the same everywhere, and a free form is a perfectly good starting point. Add a state-specific section where your state regulates application fees, and delete anything that asks about a protected characteristic, which occasionally survives in older forms.
